As far as I'm aware, there already is a team cap in Perris of around 10-ish people per LEO team (Correct me if I'm wrong) But I beleive that's TOO much. On a full server, you see the emergency services outnumber the civilians 2-3:1.
What I suggest, is lowering the team cap for LEO's in V4(RPD, RCSO, CHP) to around 5-7. This will insure that the town isn't only populated by police officers and it will bring more attention to the less popular teams such as AMR, FD, Taxi and any others you decide to add.
