Give us an Incident Description: He did FRP, ran away from the police in handcuffs and while running in handcuffs he managed to get through the fence, using the car to commit the glitch, some time later he ran close to the civilian spawn and I managed to catch him and called a CHP Unit when I went to hand him over to the other officer, the suspect simply stole a CHP unit and began driving away in handcuffs.
