Incident Description*: SBI was called by 2 FCPD about a VHP that wrote a false citation. FCPD blocked in the VHP in question being 12oclock051. I approached the scene, announced presence and identified myself. Before I could even get a full story in an attempt to get all parties ID's the main concerning party being VHP "12oclock051" repeatedly refused to identify up to 5 times after I informed him why I needed the documentation, he is not the only one being ID'd everyone is, along with informing him to stop declining it. He was then placed in cuffs for repeatedly failure to identify, shortly after LTAA'd.
