To help make that happen, we watch over our platforms. Please follow our Rules and Terms of Use whenever you're part of the community. This helps keep things good for both members and guests.
We may stop or remove your access at any time if you break the rules or Terms. Our game servers are regulated by ourserver rules which are incorporated into these Rules by this reference. The server rules are not exhaustive and will be modified over time as necessary. You are responsible for staying up to date with additions and amendments.

[I. COMMUNITY RULES]

No excessive profanity, sexual/illicit content, threats, hate speech, or copyright infringement.
2. No Discrimination
Discrimination based on race, gender, religion, disability, or orientation is never allowed.
3. Be Respectful
No personal attacks or passive-aggressive behavior. If needed, ignore and report users.
4. Constructive Posts
Keep posts on-topic. If you disagree, explain why. Donβt just say βsearch it up.β
5. Don't Retaliate
Report harassment to staff. Donβt reply publicly or engage back and forth.
6. English Only
All posts must be in English unless otherwise permitted with translation.
7. Donβt Bump Threads
Only bump if adding meaningful input. Avoid posting in old threads without good reason.
8. No Advertising or Trading
Selling, advertising, or promoting products/services is not allowed.
9. Privacy First
Donβt post personal info or private discussions without consent.
10. Follow Staff Instructions
If a staff member tells you to stop, do so immediately or delete the message.
11. Staff Disputes
Contact staff privately or through Internal Affairs. Public staff complaints will be removed.
12. One Account Policy
Only one account per person. Alts will be banned.
13. No Drama or Flame Wars
Take complaints to staff privately. Donβt stir up public conflicts.
14. Political Discussion
Allowed if respectful, relevant, and not dominant. Keep it civil.
15. Thread Participation
Only post in threads you started, were tagged in, or have evidence for.
16. No Spoilers Without Tags
No major spoilers for 14 days after release unless clearly tagged.
17. Account Responsibility
You are responsible for all activity on your account. Keep it secure.
Example: "My cousin was using my account" is not acceptable.
18. No Impersonation
Donβt pretend to be staff or misrepresent your role.

19. Abuse of Position / Influence
Those in staff or leadership roles may not use their rank to manipulate, intimidate, or retaliate against other community members. This includes:
Using your role to silence others or steer conversations unfairly.
Threatening to remove roles, perks, or access due to personal issues.
Coordinating group exclusion, harassment, or mockery.
20. Passive-Aggressive Behavior
Messages meant to mock, embarrass, or provoke others without directly breaking rules are still punishable. Examples:
Sarcastic responses aimed at escalating drama.
Saying things like βignore themβ or βwe donβt talk to themβ in public chat.
Creating a hostile vibe through indirect jabs or coded messages.
Intent matters more than specific words. If your actions consistently stir tension, staff may step in.
21. No Grouping to Isolate Others (Cliquing)
Creating cliques that exclude or target others is not allowed. This includes:
Only helping or interacting with a specific friend group while ignoring others.
Making inside jokes that intentionally exclude or mock other players.
Turning staff decisions into βus vs. themβ disputes.
We want an open, welcoming communityβnot one ruled by favoritism or division.
22. Public Role/Rank Complaints Prohibited
Questions or complaints about staff roles, assignments, or promotions must go through proper channels. Do not:
Publicly ask about someoneβs promotion or demotion.
Complain about favoritism or rank changes in chat.
Joke about role assignments to stir up reactions.
Use the Internal Affairs or Staff Feedback form if needed. Keep the drama out of public areas.
23. Staff Conduct Applies 24/7
Staff are expected to uphold community standards at all timesβeven when βoff duty.β This means:
No trash-talking members or other staff in side chats.
No stirring drama in casual channels, servers, or DMs.
Staff influence doesnβt turn off when the shift ends.
If you hold a leadership title, your actions reflect the community. Youβll be held to that standard.
24. Indirect Harassment / Dogpiling
Encouraging others to isolate, mock, or target a memberβwhether directly or through suggestionβis considered harassment. This includes:
βSoftβ callouts or vague posting meant to stir others against someone.
Sending friends to argue on your behalf.
Creating pressure in side conversations (e.g., βweβre all muting themβ).
You are accountable for the impact of your words, even if you donβt say it outright.
25. Undermining Staff Decisions
Questioning or criticizing moderation outcomes in public chat is not allowed. You may not:
Stir doubt or gossip about staff bans, removals, or investigations.
Say things like βthey got banned for nothingβ or βstaff are soft.β
Spread one-sided or incomplete info that escalates drama.
Appeals and questions must go through formal tickets or staff reports.
26. Reputation Farming & Popularity Abuse
Do not exploit your status or popularity to manipulate decisions, staff outcomes, or community discussions. This includes:
Posting in a way that pressures staff due to your follower count, donations, or role.
Starting βsupport threadsβ to reverse actions taken against you or friends.
Using group chats or discords to stir community outrage or protest decisions.
Your position does not place you above the rules. This applies to staff, contributors, and large creators.
27. Excessive Public Roleplay of Real Conflict
Turning real staff conflict into roleplay jokes or in-character events is not allowed. Examples:
Making an βorganizationβ or group named after drama.
Roleplaying βbansβ or βtakeoversβ based on real community events.
Using RP as a loophole to mock staff decisions or bans.
Keep real issues out of roleplay. It blurs the line and increases tension.
28. Staff Cliques May Be Investigated
If staff behavior shows consistent favoritism, groupthink, or retaliation, we may open an internal reviewβeven without a public report. Signs include:
Only certain staff enforcing rules or backing each other in reports.
Disproportionate bans or warnings against certain players.
βLook the other wayβ patterns for friends.
We are committed to fairness, not just rule compliance.
29. Off-Duty Doesnβt Mean Off-Limits
Staff are expected to maintain professionalism in all community spaces, even when "off-duty" or using alt accounts. You may not:
Stir drama, gossip, or argue in public while claiming to be "off shift."
Use a personal or alternate account to avoid accountability.
Act differently in other channels or servers connected to MI.
What you do in Mountain spacesβofficial or relatedβstill falls under these rules.
30. Weaponizing Mental Health or Personal Issues
You may not use sensitive topics like mental health, trauma, or real-life situations to manipulate decisions or gain special treatment. This includes:
Using those topics in arguments to avoid consequences.
Guilt-tripping staff or players over moderation actions.
Pressuring others into silence or pity.
We support mental healthβbut not when it's used as a shield to avoid accountability.
31. Community Stirring via Third-Party Servers
Creating or using third-party discords or groups to discuss drama, organize harassment, or protest decisions is not allowed. This includes:
Private group chats meant to stir tension or coordinate βcallouts.β
Using unofficial servers to undermine MI leadership or staff.
Inviting others to offsite convos that continue public drama.
Weβll moderate third-party drama if it affects our platform.
32. Staff Interpersonal Drama Must Be Reported, Not Played Out
If youβre a staff member having repeated tension or disagreement with another staffer, it must be taken to management or IAβnot to chat, team channels, or members. Examples:
Posting vague messages about βcertain people.β
Competing over roles or responsibilities in front of members.
Rallying support for your βside.β
You are held to a higher standard when handling conflict.
33. No Chain Retaliation or Loyalty Voting
Once a disciplinary action is takenβlike a demotion, ban, or warningβyou may not retaliate, especially by:
Quitting in mass.
Threatening to "take your team with you."
Refusing to cooperate in protest of a single punishment.
Each situation is handled individually. Chain loyalty pressure is unacceptable.
34. Roleplay Rank Does Not Equal Real Authority
Holding a high in-game rank (e.g., Chief, Commander) does not grant real-world authority over other players. All players must treat each other with respect, regardless of in-game hierarchy. Misusing in-game rank to intimidate, control, or belittle others is prohibited.
35. No Gatekeeping or Elitism
Disparaging players for their experience level, playstyle, or adherence to specific roleplay standards is not allowed. Comments like "You're not a real role-player" or "This isn't how it's done in serious milsim" are considered gatekeeping and will be moderated.
36. Respect for Out-of-Character (OOC) Boundaries
All players must respect others' OOC boundaries. Forcing players into uncomfortable scenarios, ignoring safe words, or pressuring them to participate in certain roleplays is strictly prohibited. Consent is paramount in all interactions.
37. No Off-Platform Harassment
Harassing, stalking, or bullying players outside of the game platform (e.g., on social media, forums) is strictly forbidden. This includes creating or sharing content that targets or mocks other community members.
38. Accountability for All Members
All community members, regardless of their role or status, are held to the same standards. Favoritism, nepotism, or shielding individuals from consequences due to their position is not tolerated.
39. Clear Separation Between In-Character (IC) and Out-of-Character (OOC) Interactions
Players must distinguish between IC and OOC actions. Using IC scenarios to justify OOC hostility or vice versa is unacceptable. Maintain professionalism and respect in all interactions.
40. Mandatory Training for Leadership Roles
Individuals seeking leadership positions (e.g., department heads, moderators) must undergo training to understand community guidelines, conflict resolution, and proper conduct. This ensures leaders are equipped to handle their responsibilities ethically.
41. Regular Community Feedback Sessions
The community will hold periodic feedback sessions to address concerns, gather suggestions, and ensure transparency. This promotes an inclusive environment where all voices are heard.
43. Reporting Mechanisms and Whistleblower Protection
Establish clear channels for reporting misconduct, with assurances that whistleblowers will be protected from retaliation. Encourage members to speak up about issues without fear.
44. No Interdepartmental Rivalries or Turf Wars
Departments (e.g., LAPD, LASD, SWAT, EMS) must work together and respect each otherβs roles. You may not:
Start or escalate conflict between departments in or out of RP.
Discredit or mock other departments publicly or in private chats.
Claim superiority or authority over another agency unless itβs part of a structured RP scene.
We are one unified communityβnot a competition.
45. In-Character Rank Does Not Equal Real Authority
Your RP rank (Chief, Captain, Commander, etc.) does not give you authority outside of structured roleplay. You may not:
Use your in-character title to intimidate, override staff, or control others OOC.
Attempt to lead or discipline people in Discord or community channels based on RP rank.
Staff decisions override RP hierarchy.
46. Over-Enforcement and βMini-Staffingβ by RP Leaders Is Not Allowed
Department leaders may not act like staff or enforce rules outside of whatβs written for their RP department. You may not:
Issue OOC threats like demotions, removals, or bans.
Use chain of command to punish others for OOC behavior.
Enforce RP policies as if they are official community-wide rules.
Report issues to staff or Internal Affairs instead.
47. Do Not Weaponize Department Structure for Ego or Control
Leadership roles should be about helping othersβnot using power for personal pride. You may not:
Create rules, hierarchies, or policies that make people feel excluded or disrespected.
Flex your rank or βremindβ others of your power during disagreements.
Build cult-like loyalty groups based on favoritism or popularity contests.
We value healthy leadershipβnot control.
48. All Departments Must Follow Community Chain of Command
Every department falls under Mountain Interactiveβs official hierarchy. If staff, senior management, or community admins give an instruction, you must complyβeven if it conflicts with your department SOPs.
If there is confusion, submit a department clarification request.
49. Training and Evaluations Must Be Fair and Not Abusive
Department trainings must not humiliate, shame, or βhazeβ participants. You may not:
Set impossible standards or intentionally fail others.
Use sarcastic, hostile, or demeaning feedback during evaluations.
Rank people based on favoritism, inside jokes, or clique behavior.
Trainings are about community improvement, not gatekeeping.
50. Roleplay Hierarchy Ends at OOC Respect
You must treat all players with equal respectβregardless of RP rank. You may not:
Ignore, mock, or dismiss lower-ranked players just because of their RP role.
Tell someone theyβre βjust a cadetβ or βnot worth responding to.β
Use RP rank to deny help or support in official channels.
Your character may have powerβbut you as a player do not.

[2.1] Roleplay Rules β General (LA / PERRIS)

Realistic Behavior
Act in-character at all times. No random running, jumping, or trolling.
Character Naming
You must use a proper character name. Offensive or troll names are not allowed.
NLR
Do not return to your death location for 15 minutes or if the situation is ongoing. Forget all previous life knowledge.
Respawn Location
If you respawn at your death location, you must leave immediately.
Suicide to Escape RP
You may not suicide or AFK to avoid RP. Suicide is only allowed if both parties agree.
Property Damage
Donβt destroy someoneβs property without a valid roleplay reason.
Item Disposal
Do not throw or hide stolen items where they can't be recovered.
Adverts
Only advertise businesses or events using the in-game phone. No need to announce crimes.
Disconnecting
You must ask in-game staff before leaving during active roleplay.
Item/Weapon Removal
After robbery/theft or drawing a weapon, you must wait 10 minutes before removing items from inventory.
Boosting
Only one player may be boosted at a time. Boosting is allowed using vehicles.
Boost Limits
You may not boost into areas that are otherwise inaccessible without boosting.
Combat Boosting
Boosting over fences or to gain height for shooting is allowed.
RP Scamming Limit
You may scam for up to $50,000 (cash or items). You cannot scam for both. Organization membership scams are not allowed.
Loans
Loans are not protected by rules. Mountain Interactive will not enforce unpaid loan disputes unless other rules are broken.
[2.2] Roleplay Rules β Player versus Player (PvP) (LA / PERRIS)

Description
Valid Kills
You must have a valid In-Character (IC) reason to kill or knock someone out.
VDM
Vehicle Deathmatch is only allowed if you or a party member is in immediate danger.
Lethal Force
Killing should be a last resort unless you have a strong reason for immediate action.
Kill Timers
Your reason to kill another player lasts 20 minutes, until they die, or until you die. You must re-initiate the roleplay.
Surrendered Players
You may not kill someone who has surrendered unless they are yelling for help, insulting, threatening, or otherwise escalating.
Raid Conduct
During raids, you must give enough time for players to comply before taking lethal action.
Killing Law Enforcement
You may only kill Law Enforcement Officers if you have a valid RP reason and no other options.
Helping Others
You can only assist other players in PvP if they are in your party or organization. Pretending doesnβt count. They must be officially added.
Tickets / Confiscation
You may not attack officers for writing tickets, arresting you in the past, or seizing items.
Tow Drivers
You may not attack tow truck drivers for towing or impounding vehicles.
Instanced Properties
You may not enter teleport-based interiors while being chased or searched for by another player.
LE Escalation
You may only attack Law Enforcement if they clearly escalate a situation (e.g., drawing weapons or giving arrest commands). Passing by due to NLR does not count as initiation.
Looting During Gunfights
You may not loot bodies during a fight unless you are directly involved in that fight.
LE Looting
Law Enforcement may confiscate illegal items from bodies.
Command Response Time
You must give enough time for the other party to respond to your commands. Account for voice chat delays.
FearRP
If two or more players are actively aiming weapons at you, you must comply realistically.
Drawing Under FearRP
You may not draw a weapon when under FearRP if two or more players are holding weapons at you.
Single Gunpoint
If only one player is threatening you, you may try to run or fight back.
Defensive Readiness
If your weapon is already out and someone aims at you, you may fight back regardless of how many there are.
[2.3] Roleplay Rules β Metagaming / Powergaming (LA / PERRIS)
Rule
Description
Metagaming
You may not use Out-of-Character (OOC) information in-character (IC), or vice versa.
For example, using the scoreboard to identify an undercover cop is not allowed.
Helping New Players
Assisting new players in OOC chat with basic guidance is allowed. This is the only exception to metagaming.
Meta-Baiting
You may not lure people into RP using OOC bait. For example, saying βfree money in the alleyβ in OOC to mug people is not
allowed.
Drop Point Camping
Watching a robbery unfold and intercepting based on what you see IC is allowed.
However, camping drop-off points using knowledge from past robberies is considered metagaming.
Powergaming
Forcing roleplay actions on someone else without giving them a chance to resist is not allowed.
For example, /me Tackles Daniel without letting them respond is powergaming.
You may not place props (furniture/items) that make your house or business inaccessible. All entrances and exits must be usable at all times.
Prop Support
All props must be realistically supported. Donβt float items or defy physics.
Property Rights
You may only build or place props on property you own. Organization members must be added to the allowlist to build or modify.
Prop Access
Do not use props to access other properties or unreachable areas.
Disruptive Layouts
Donβt build maze-like interiors designed to confuse or slow players. Keep layouts reasonable.
Entrance Access
All entry points to a building must remain open and usable during normal roleplay.
Fair Defenses
Defenses must allow both sides to shoot fairly. You may not use cover that allows you to shoot without being vulnerable in return.
No Indestructible Props
You may not use indestructible placeable or prop items for defense purposes in homes or businesses.
[2.5] Roleplay Rules β Fail Roleplay (FailRP) (LA / PERRIS)

Your actions must make sense in a real-life scenario. If itβs something you couldnβt logically do in real life, donβt do it in-game.
Warning Spam
You may only use the βLeave or I will end your life in 10 secondsβ warning once per roleplay situation. Spamming it is not allowed.
Entering Vehicles While Restrained
If a player is handcuffed, someone must open the door for them to enter a vehicle. Law enforcement must follow this too. You canβt just βthrow them in.β
Cop Baiting
Purposely trying to get police attention by doing stupid or suspicious things (like burnouts in front of a station) is not allowed.
Escaping While Restrained
You may not jump into a body of water or otherwise escape unrealistically while handcuffed or tied up.
[3] Chat & Voice Rules (LA / PERRIS)

Voice Chat (OOC Use)
Do not use voice chat for Out-of-Character (OOC) communication if it disrupts or affects roleplay in any way.
Stay In Character
You must remain in character at all times unless you're in an administrative sit.
Reporting Others
Do not complain about players in OOC chat. Use the !help command and provide as much detail as possible.
Voice Modifiers & Music
You may not play music or use a voice changer in voice chat. It breaks immersion. (However, if you have a roleplay reason behind it, it's okay)
Language
English must be used as your main language in public areas. You may speak other languages on your own property.
[4.1] Criminal Rules β Mugging, Kidnapping, and Robbing (LA / PERRIS)
[4.1.1] Mugging

Mugging Cooldown
You must wait 30 minutes between mugging attempts, whether successful or not. This cooldown applies to all involved party members.
Items You Can Mug
You may mug any drop-on-death items including Weapons, Cash Drops, Supplies, Kevlar, and Attachments.
Mugging Limit
You may take up to $10,000 in cash. You may not force players to withdraw bank money.
Killing Over Money
You may not kill someone just because they donβt have enough money on them.
Public Muggings
You may not mug someone near an NPC or in a public area. It must be private and away from populated zones. (A good rule is to be on the other side of the city or in a separate neighborhood.) Updated

If caught or arrested, any money gained from the kidnapping must be returned if requested by officers.

No Inside Hostages
You may not take hostages from your own party or organization. They also may not receive any money from the situation.

Ending Negotiations
You may not end negotiations if Law Enforcement is actively complying with your demands and they follow server rules.
Public Kidnapping

Max Participants
A robbery or raid may include no more than 8 active participants at any given time. This limit includes players inside or outside the property. Hostages do not count toward this limit.
Active Participants
These players must remain within the bounds of the targeted property and are allowed to engage in combat.
Passive Participants
Players like informants can stay outside but may not engage in combat. They still count toward the 8-player cap.
Combined Count
Both active and passive participants count toward the 8-player maximum.
Keys to Property
You may not rob someone for keys to their vehicle or property. However, you can force them to unlock a vehicle or property at gunpoint.
[4.2] Criminal Rules β Criminal Raiding (LA)
Rule
Description
Raid Cooldown
You may only perform one raid/heist, hostage/kidnap situation, or both combined every 30 minutesβregardless of success. Survivors may bypass cooldown only to retrieve gear or free party members from law enforcement.
Government Employees
Government employees are not allowed to participate in criminal raids or heists.
No Double Hitting
You may not wait for cooldowns to expire or for crops (e.g., weed) to finish growing to raid again. Once the raid is done, you must leave.
Broken Locks

Who Can Defend
Only those already inside the base at the start of the raid may defend it. Players may not join the defense mid-raid.
Prop Placement
You may not place props during raids, heists, or gunfights. Law Enforcement is exempt if placing roadblocks or defensive barriers for public safety.
Staying Inside Property
Defenders must remain within the property unless fleeing. You may not leave the base and return to reengage.
Third-Person Cameras
You may not use 3rd person in vehicles to scout ahead, check defenses, or gain info unfairly.
No Spawn-Area Defense
You may not use spawn areas like the casino or hospital for defense or hostage setups.
Counter-Raids
May only happen at player-owned buildings. You may not counter-raid a government building or any building currently being raided by police. Law Enforcement is exempt from this rule.
[4.3] Criminal Rules β Organizations (LA)
Rule
Description
Organization Names
Crew names must be appropriate. Names referencing real-world hate groups, slurs, or sensitive topics (e.g., βIsisβ, βNaziβ, etc.) are not allowed. This includes bypassing filters.
Killing Within Orgs
Being in the same organization does not give you valid reason to kill others. You still need proper roleplay cause.
Declaring War
You may not declare war over small issues (e.g., car accidents). Wars must be based on major conflicts like drugs, weapons, or turf disputes.
Roleplay During Wars
Even during org wars, all normal RP rules (RDM, FearRP, etc.) still apply. War is not an excuse to kill on sight.
Group Activity
You may only commit crimes (e.g., mugging, raiding, heists) with members of your active organization or partyβnot both at the same time.
Org vs. Party
If youβre in a party, it takes precedence over your organization. The two groups must be kept separate and may not assist each other during active RP.
[5.1] Governmental Rules β General (LA / PERRIS)

Description
Traffic Laws
All government personnel must obey traffic laws unless responding to an emergency with lights or sirens. Even during emergencies, safe driving is required.
Illegal Activity
Government workers may not engage in illegal activities. The only exception is undercover detectives, and only for maintaining cover during investigations.
Business Ownership
Government employees may not run or own businesses while on duty.
RP Corruption
Corruption RP may only occur with prior approval from an Official Team Member, Developer, or higher. Authorization is void if that staff member leaves the server.
Civilian Tow Drivers
Civilian tow truck drivers may only tow if asked by a vehicle owner or Law Enforcement. They cannot act on their own.
[5.2.1] Governmental Rules β General Law Enforcement Rules (LA / PERRIS)
Rule
Description
Use of Lethal Force
Officers may only escalate to deadly force if a suspect poses a direct and immediate threat. Simply being at a crime scene is not justification. They must observe hostile actions like drawing a weapon, firing shots, or issuing threats.
De-escalation First
Officers should attempt verbal engagement or de-escalation unless doing so places themselves or others at immediate risk.
Policy Compliance
All Law Enforcement personnel in Perris and Los Angeles must follow the Mountain Interactive Law Enforcement Roleplay Policy Manual. Violations are considered corruption.
Identification
When engaging the public, officers must identify themselves by name and department.
Taser Use
A taser may only be deployed in combat if the suspect is facing away from the officer.
[5.2.2] SWAT Rules (LA / PERRIS)

Description
Scene Oversight
During a shootout or hostage situation, the SWAT Commander or a high-ranking officer must help oversee the scene alongside the highest-ranking Law Enforcement member present.
SWAT Standby
SWAT officers may not remain βon standbyβ for long periods unless they have authorization from the highest-ranking online member of their agency.

Jurisdiction Limits
Corrections cadets, officers, and the warden may only operate within the Penitentiary and the road leading to it. They must remain in that area unless actively chasing an escaped prisoner.
Releasing Prisoners
Prisoners may not be released unless at least two of the following approve it: the Mayor, the Chief, or the Warden.
Release Conditions
A prisoner must have a valid reason to be released. Corrections staff cannot release someone without cause.
[5.3] Governmental Rules β Mayor (LA)
Rule
Description
Role & Permissions
As Mayor, you represent the city. With staff approval, you may oversee illegal operations (observe only), but may not participate in criminal activity (e.g., growing drugs or crafting weapons).
Realistic Laws
You may not pass unrealistic laws. If staff deems a law unreasonable, they may order you to revoke it.
Permanent Laws
You may not override permanent laws already set by the system. These laws stay active when no custom laws are in effect.
Weapons
The Mayor may only carry a handgun for self-defense and may only use it when in danger. Illegal weapons are not permitted.
Equal Accountability
The Mayor is not above the law and can be ticketed or arrested like any other citizen.
Mayor Assassination
You may kill the Mayor if their approval rating drops below 30% and you have a valid RP reason.
[5.4.1] Governmental Rules β Emergency Services General Rules (LA)

Description
No Private Hiring
Medics may not be hired by organizations or players for on-call service. You must remain a public, neutral role.
Firefighter Limits
Firefighters may not be privately hired to extinguish fires related to drug operations or other criminal setups.
No Weapons
Emergency Services may not carry weapons. If in danger, you must call Law Enforcementβyou are not allowed to fight.
Combat Restriction
You cannot heal players who are actively in combat. Wait until the fight is clearly over.
Scene Entry Timing
Do not enter active scenes for revival or healing until the RP situation is completely over. This includes raids, shootouts, or chases.
[5.5] Governmental Rules β Secret Service (LA)
Rule
Description
Role Limits
Secret Service agents do not have the same responsibilities or authority as police. You may not perform police duties (e.g., arrests, patrols).
Assignment
Your role is to protect the Mayor only. You may not offer protection services to others or leave the Mayor unattended.
Accountability
You are not above the law. Secret Service agents can be ticketed or arrested like any other player.
No Intra-Gov Conflict
You may not harm other government officials, including officers in the Police Department or Sheriff's Department.
[5.6] Governmental Rules β Security Guard (LA)
Rule
Description
Patrol Limits
You may only patrol inside public buildings (banks, gas stations, neighborhoods, etc.).
Business Patrols
You may patrol inside public businesses if given permission by both the Acting Head of Security and the business owner.
Jurisdiction
You do not share authority with law enforcement. You may act within your assigned zone, but cannot perform arrests or law enforcement tasks.
Civilian Assistance
You may protect and assist civilians within your zone, but must contact law enforcement for any investigations or criminal issues.
No Police Support
You may not assist in police chases or shootouts unless they occur inside your patrol area.
Equipment Use
You may only use your loadout for self-defense or to stop criminal activity inside your patrol zone.
Raid Situations
You may only help defend an area if you were already on-scene when the raid began. You may not join mid-raid.

No personal attacks or passive-aggressive behavior. If needed, ignore and report users.
4. Constructive Posts
Keep posts on-topic. If you disagree, explain why. Donβt just say βsearch it up.β
5. Don't Retaliate
Report harassment to staff. Donβt reply publicly or engage back and forth.
6. English Only
All posts must be in English unless otherwise permitted with translation.
7. Donβt Bump Threads
Only bump if adding meaningful input. Avoid posting in old threads without good reason.
8. No Advertising or Trading
Selling, advertising, or promoting products/services is not allowed.
9. Privacy First
Donβt post personal info or private discussions without consent.
10. Follow Staff Instructions
If a staff member tells you to stop, do so immediately or delete the message.
11. Staff Disputes
Contact staff privately or through Internal Affairs. Public staff complaints will be removed.
12. One Account Policy
Only one account per person. Alts will be banned.
13. No Drama or Flame Wars
Take complaints to staff privately. Donβt stir up public conflicts.
14. Political Discussion
Allowed if respectful, relevant, and not dominant. Keep it civil.
15. Thread Participation
Only post in threads you started, were tagged in, or have evidence for.
16. No Spoilers Without Tags
No major spoilers for 14 days after release unless clearly tagged.
17. Account Responsibility
You are responsible for all activity on your account. Keep it secure.
Example: "My cousin was using my account" is not acceptable.
18. No Impersonation
Donβt pretend to be staff or misrepresent your role.

19. Abuse of Position / Influence
Those in staff or leadership roles may not use their rank to manipulate, intimidate, or retaliate against other community members.
This includes:
Using your role to silence others or steer conversations unfairly.
Threatening to remove roles, perks, or access due to personal issues.
Coordinating group exclusion, harassment, or mockery.
20. Passive-Aggressive Behavior
Messages meant to mock, embarrass, or provoke others without directly breaking rules are still punishable.
Examples:
Sarcastic responses aimed at escalating drama.
Saying things like βignore themβ or βwe donβt talk to themβ in public chat.
Creating a hostile vibe through indirect jabs or coded messages.
Intent matters more than specific words. If your actions consistently stir tension, staff may step in.
21. No Grouping to Isolate Others (Cliquing)
Creating cliques that exclude or target others is not allowed.
This includes:
Only helping or interacting with a specific friend group while ignoring others.
Making inside jokes that intentionally exclude or mock other players.
Turning staff decisions into βus vs. themβ disputes.
We want an open, welcoming communityβnot one ruled by favoritism or division.
22. Public Role/Rank Complaints Prohibited
Questions or complaints about staff roles, assignments, or promotions must go through proper channels.
Do not:
Publicly ask about someoneβs promotion or demotion.
Complain about favoritism or rank changes in chat.
Joke about role assignments to stir up reactions.
Use the Internal Affairs or Staff Feedback form if needed. Keep the drama out of public areas.
23. Staff Conduct Applies 24/7
Staff are expected to uphold community standards at all timesβeven when βoff duty.β
This means:
No trash-talking members or other staff in side chats.
No stirring drama in casual channels, servers, or DMs.
Staff influence doesnβt turn off when the shift ends.
If you hold a leadership title, your actions reflect the community. Youβll be held to that standard.
24. Indirect Harassment / Dogpiling
Encouraging others to isolate, mock, or target a memberβwhether directly or through suggestionβis considered harassment.
This includes:
βSoftβ callouts or vague posting meant to stir others against someone.
Sending friends to argue on your behalf.
Creating pressure in side conversations (e.g., βweβre all muting themβ).
You are accountable for the impact of your words, even if you donβt say it outright.
25. Undermining Staff Decisions
Questioning or criticizing moderation outcomes in public chat is not allowed.
You may not:
Stir doubt or gossip about staff bans, removals, or investigations.
Say things like βthey got banned for nothingβ or βstaff are soft.β
Spread one-sided or incomplete info that escalates drama.
Appeals and questions must go through formal tickets or staff reports.
26. Reputation Farming & Popularity Abuse
Do not exploit your status or popularity to manipulate decisions, staff outcomes, or community discussions.
This includes:
Posting in a way that pressures staff due to your follower count, donations, or role.
Starting βsupport threadsβ to reverse actions taken against you or friends.
Using group chats or discords to stir community outrage or protest decisions.
Your position does not place you above the rules. This applies to staff, contributors, and large creators.
27. Excessive Public Roleplay of Real Conflict
Turning real staff conflict into roleplay jokes or in-character events is not allowed.
Examples:
Making an βorganizationβ or group named after drama.
Roleplaying βbansβ or βtakeoversβ based on real community events.
Using RP as a loophole to mock staff decisions or bans.
Keep real issues out of roleplay. It blurs the line and increases tension.
28. Staff Cliques May Be Investigated
If staff behavior shows consistent favoritism, groupthink, or retaliation, we may open an internal reviewβeven without a public report.
Signs include:
Only certain staff enforcing rules or backing each other in reports.
Disproportionate bans or warnings against certain players.
βLook the other wayβ patterns for friends.
We are committed to fairness, not just rule compliance.
29. Off-Duty Doesnβt Mean Off-Limits
Staff are expected to maintain professionalism in all community spaces, even when "off-duty" or using alt accounts.
You may not:
Stir drama, gossip, or argue in public while claiming to be "off shift."
Use a personal or alternate account to avoid accountability.
Act differently in other channels or servers connected to MI.
What you do in Mountain spacesβofficial or relatedβstill falls under these rules.
30. Weaponizing Mental Health or Personal Issues
You may not use sensitive topics like mental health, trauma, or real-life situations to manipulate decisions or gain special treatment.
This includes:
Using those topics in arguments to avoid consequences.
Guilt-tripping staff or players over moderation actions.
Pressuring others into silence or pity.
We support mental healthβbut not when it's used as a shield to avoid accountability.
31. Community Stirring via Third-Party Servers
Creating or using third-party discords or groups to discuss drama, organize harassment, or protest decisions is not allowed.
This includes:
Private group chats meant to stir tension or coordinate βcallouts.β
Using unofficial servers to undermine MI leadership or staff.
Inviting others to offsite convos that continue public drama.
Weβll moderate third-party drama if it affects our platform.
32. Staff Interpersonal Drama Must Be Reported, Not Played Out
If youβre a staff member having repeated tension or disagreement with another staffer, it must be taken to management or IAβnot to chat, team channels, or members.
Examples:
Posting vague messages about βcertain people.β
Competing over roles or responsibilities in front of members.
Rallying support for your βside.β
You are held to a higher standard when handling conflict.
33. No Chain Retaliation or Loyalty Voting
Once a disciplinary action is takenβlike a demotion, ban, or warningβyou may not retaliate, especially by:
Quitting in mass.
Threatening to "take your team with you."
Refusing to cooperate in protest of a single punishment.
Each situation is handled individually. Chain loyalty pressure is unacceptable.
34. Roleplay Rank Does Not Equal Real Authority
Holding a high in-game rank (e.g., Chief, Commander) does not grant real-world authority over other players. All players must treat each other with respect, regardless of in-game hierarchy. Misusing in-game rank to intimidate, control, or belittle others is prohibited.
35. No Gatekeeping or Elitism
Disparaging players for their experience level, playstyle, or adherence to specific roleplay standards is not allowed. Comments like "You're not a real role-player" or "This isn't how it's done in serious milsim" are considered gatekeeping and will be moderated.
36. Respect for Out-of-Character (OOC) Boundaries
All players must respect others' OOC boundaries. Forcing players into uncomfortable scenarios, ignoring safe words, or pressuring them to participate in certain roleplays is strictly prohibited. Consent is paramount in all interactions.
37. No Off-Platform Harassment
Harassing, stalking, or bullying players outside of the game platform (e.g., on social media, forums) is strictly forbidden. This includes creating or sharing content that targets or mocks other community members.
38. Accountability for All Members
All community members, regardless of their role or status, are held to the same standards. Favoritism, nepotism, or shielding individuals from consequences due to their position is not tolerated.
39. Clear Separation Between In-Character (IC) and Out-of-Character (OOC) Interactions
Players must distinguish between IC and OOC actions. Using IC scenarios to justify OOC hostility or vice versa is unacceptable. Maintain professionalism and respect in all interactions.
40. Mandatory Training for Leadership Roles
Individuals seeking leadership positions (e.g., department heads, moderators) must undergo training to understand community guidelines, conflict resolution, and proper conduct. This ensures leaders are equipped to handle their responsibilities ethically.
41. Regular Community Feedback Sessions
The community will hold periodic feedback sessions to address concerns, gather suggestions, and ensure transparency. This promotes an inclusive environment where all voices are heard.
43. Reporting Mechanisms and Whistleblower Protection
Establish clear channels for reporting misconduct, with assurances that whistleblowers will be protected from retaliation. Encourage members to speak up about issues without fear.
44. No Interdepartmental Rivalries or Turf Wars
Departments (e.g., LAPD, LASD, SWAT, EMS) must work together and respect each otherβs roles.
You may not:
Start or escalate conflict between departments in or out of RP.
Discredit or mock other departments publicly or in private chats.
Claim superiority or authority over another agency unless itβs part of a structured RP scene.
We are one unified communityβnot a competition.
45. In-Character Rank Does Not Equal Real Authority
Your RP rank (Chief, Captain, Commander, etc.) does not give you authority outside of structured roleplay.
You may not:
Use your in-character title to intimidate, override staff, or control others OOC.
Attempt to lead or discipline people in Discord or community channels based on RP rank.
Staff decisions override RP hierarchy.
46. Over-Enforcement and βMini-Staffingβ by RP Leaders Is Not Allowed
Department leaders may not act like staff or enforce rules outside of whatβs written for their RP department.
You may not:
Issue OOC threats like demotions, removals, or bans.
Use chain of command to punish others for OOC behavior.
Enforce RP policies as if they are official community-wide rules.
Report issues to staff or Internal Affairs instead.
47. Do Not Weaponize Department Structure for Ego or Control
Leadership roles should be about helping othersβnot using power for personal pride.
You may not:
Create rules, hierarchies, or policies that make people feel excluded or disrespected.
Flex your rank or βremindβ others of your power during disagreements.
Build cult-like loyalty groups based on favoritism or popularity contests.
We value healthy leadershipβnot control.
48. All Departments Must Follow Community Chain of Command
Every department falls under Mountain Interactiveβs official hierarchy.
If staff, senior management, or community admins give an instruction, you must complyβeven if it conflicts with your department SOPs.
If there is confusion, submit a department clarification request.
49. Training and Evaluations Must Be Fair and Not Abusive
Department trainings must not humiliate, shame, or βhazeβ participants.
You may not:
Set impossible standards or intentionally fail others.
Use sarcastic, hostile, or demeaning feedback during evaluations.
Rank people based on favoritism, inside jokes, or clique behavior.
Trainings are about community improvement, not gatekeeping.
50. Roleplay Hierarchy Ends at OOC Respect
You must treat all players with equal respectβregardless of RP rank.
You may not:
Ignore, mock, or dismiss lower-ranked players just because of their RP role.
Tell someone theyβre βjust a cadetβ or βnot worth responding to.β
Use RP rank to deny help or support in official channels.
Your character may have powerβbut you as a player do not.

Realistic Behavior
Act in-character at all times. No random running, jumping, or trolling.
Character Naming
You must use a proper character name. Offensive or troll names are not allowed.
NLR
Do not return to your death location for 15 minutes or if the situation is ongoing. Forget all previous life knowledge.
Respawn Location
If you respawn at your death location, you must leave immediately.
Suicide to Escape RP
You may not suicide or AFK to avoid RP. Suicide is only allowed if both parties agree.
Property Damage
Donβt destroy someoneβs property without a valid roleplay reason.
Item Disposal
Do not throw or hide stolen items where they can't be recovered.
Adverts
Only advertise businesses or events using the in-game phone. No need to announce crimes.
Disconnecting
You must ask in-game staff before leaving during active roleplay.
Item/Weapon Removal
After robbery/theft or drawing a weapon, you must wait 10 minutes before removing items from inventory.
Boosting
Only one player may be boosted at a time. Boosting is allowed using vehicles.
Boost Limits
You may not boost into areas that are otherwise inaccessible without boosting.
Combat Boosting
Boosting over fences or to gain height for shooting is allowed.
RP Scamming Limit
You may scam for up to $50,000 (cash or items). You cannot scam for both. Organization membership scams are not allowed.
Loans
Loans are not protected by rules. Mountain Interactive will not enforce unpaid loan disputes unless other rules are broken.
[2.2] Roleplay Rules β Player versus Player (PvP) (LA / PERRIS)

Description
Valid Kills
You must have a valid In-Character (IC) reason to kill or knock someone out.
VDM
Vehicle Deathmatch is only allowed if you or a party member is in immediate danger.
Lethal Force
Killing should be a last resort unless you have a strong reason for immediate action.
Kill Timers
Your reason to kill another player lasts 20 minutes, until they die, or until you die. You must re-initiate the roleplay.
Surrendered Players
You may not kill someone who has surrendered unless they are yelling for help, insulting, threatening, or otherwise escalating.
Raid Conduct
During raids, you must give enough time for players to comply before taking lethal action.
Killing Law Enforcement
You may only kill Law Enforcement Officers if you have a valid RP reason and no other options.
Helping Others
You can only assist other players in PvP if they are in your party or organization. Pretending doesnβt count. They must be officially added.
Tickets / Confiscation
You may not attack officers for writing tickets, arresting you in the past, or seizing items.
Tow Drivers
You may not attack tow truck drivers for towing or impounding vehicles.
Instanced Properties
You may not enter teleport-based interiors while being chased or searched for by another player.
LE Escalation
You may only attack Law Enforcement if they clearly escalate a situation (e.g., drawing weapons or giving arrest commands). Passing by due to NLR does not count as initiation.
Looting During Gunfights
You may not loot bodies during a fight unless you are directly involved in that fight.
LE Looting
Law Enforcement may confiscate illegal items from bodies.
Command Response Time
You must give enough time for the other party to respond to your commands. Account for voice chat delays.
FearRP
If two or more players are actively aiming weapons at you, you must comply realistically.
Drawing Under FearRP
You may not draw a weapon when under FearRP if two or more players are holding weapons at you.
Single Gunpoint
If only one player is threatening you, you may try to run or fight back.
Defensive Readiness
If your weapon is already out and someone aims at you, you may fight back regardless of how many there are.
[2.3] Roleplay Rules β Metagaming / Powergaming (LA / PERRIS)

Description
Metagaming
You may not use Out-of-Character (OOC) information in-character (IC), or vice versa.
For example, using the scoreboard to identify an undercover cop is not allowed.
Helping New Players
Assisting new players in OOC chat with basic guidance is allowed. This is the only exception to metagaming.
Meta-Baiting
You may not lure people into RP using OOC bait. For example, saying βfree money in the alleyβ in OOC to mug people is not
allowed.
Drop Point Camping
Watching a robbery unfold and intercepting based on what you see IC is allowed.
However, camping drop-off points using knowledge from past robberies is considered metagaming.
Powergaming
Forcing roleplay actions on someone else without giving them a chance to resist is not allowed.

Description
Prop Blocking
You may not place props (furniture/items) that make your house or business inaccessible. All entrances and exits must be usable at all times.

You may only build or place props on property you own. Organization members must be added to the allowlist to build or modify.
Prop Access
Do not use props to access other properties or unreachable areas.
Disruptive Layouts
Donβt build maze-like interiors designed to confuse or slow players. Keep layouts reasonable.
Entrance Access
All entry points to a building must remain open and usable during normal roleplay.
Fair Defenses
Defenses must allow both sides to shoot fairly. You may not use cover that allows you to shoot without being vulnerable in return.
No Indestructible Props
You may not use indestructible placeable or prop items for defense purposes in homes or businesses.

Entering Vehicles While Restrained
If a player is handcuffed, someone must open the door for them to enter a vehicle. Law enforcement must follow this too. You canβt just βthrow them in.β
Cop Baiting
Purposely trying to get police attention by doing stupid or suspicious things (like burnouts in front of a station) is not allowed.
Escaping While Restrained
You may not jump into a body of water or otherwise escape unrealistically while handcuffed or tied up.

Mugging Limit
You may take up to $10,000 in cash. You may not force players to withdraw bank money.
Killing Over Money
You may not kill someone just because they donβt have enough money on them.
Public Muggings
You may not mug someone near an NPC or in a public area. It must be private and away from populated zones.
(A good rule is to be on the other side of the city or in a separate neighborhood.)

Active Participants
These players must remain within the bounds of the targeted property and are allowed to engage in combat.
Passive Participants
Players like informants can stay outside but may not engage in combat. They still count toward the 8-player cap.
Combined Count
Both active and passive participants count toward the 8-player maximum.
Keys to Property
You may not rob someone for keys to their vehicle or property. However, you can force them to unlock a vehicle or property at gunpoint.
[4.2] Criminal Rules β Criminal Raiding (LA)

Description
Raid Cooldown
You may only perform one raid/heist, hostage/kidnap situation, or both combined every 30 minutesβregardless of success. Survivors may bypass cooldown only to retrieve gear or free party members from law enforcement.
Government Employees
Government employees are not allowed to participate in criminal raids or heists.
No Double Hitting
You may not wait for cooldowns to expire or for crops (e.g., weed) to finish growing to raid again. Once the raid is done, you must leave.
Broken Locks
If your door was broken open by lockpick or forced entry, do not re-lock it until the situation has ended.
Who Can Defend
Only those already inside the base at the start of the raid may defend it. Players may not join the defense mid-raid.
Prop Placement
You may not place props during raids, heists, or gunfights. Law Enforcement is exempt if placing roadblocks or defensive barriers for public safety.
Staying Inside Property
Defenders must remain within the property unless fleeing. You may not leave the base and return to reengage.
Third-Person Cameras
You may not use 3rd person in vehicles to scout ahead, check defenses, or gain info unfairly.
No Spawn-Area Defense
You may not use spawn areas like the casino or hospital for defense or hostage setups.
Counter-Raids
May only happen at player-owned buildings. You may not counter-raid a government building or any building currently being raided by police. Law Enforcement is exempt from this rule.
[4.3] Criminal Rules β Organizations (LA)
Rule
Description
Organization Names
Crew names must be appropriate. Names referencing real-world hate groups, slurs, or sensitive topics (e.g., βIsisβ, βNaziβ, etc.) are not allowed. This includes bypassing filters.
Killing Within Orgs
Being in the same organization does not give you valid reason to kill others. You still need proper roleplay cause.
Declaring War
You may not declare war over small issues (e.g., car accidents). Wars must be based on major conflicts like drugs, weapons, or turf disputes.
Roleplay During Wars
Even during org wars, all normal RP rules (RDM, FearRP, etc.) still apply. War is not an excuse to kill on sight.
Group Activity
You may only commit crimes (e.g., mugging, raiding, heists) with members of your active organization or partyβnot both at the same time.
Org vs. Party
If youβre in a party, it takes precedence over your organization. The two groups must be kept separate and may not assist each other during active RP.
[5.1] Governmental Rules β General (LA / PERRIS)

Traffic Laws
All government personnel must obey traffic laws unless responding to an emergency with lights or sirens. Even during emergencies, safe driving is required.
Illegal Activity
Government workers may not engage in illegal activities. The only exception is undercover detectives, and only for maintaining cover during investigations.
Business Ownership
Government employees may not run or own businesses while on duty.
RP Corruption
Corruption RP may only occur with prior approval from an Official Team Member, Developer, or higher. Authorization is void if that staff member leaves the server.
Civilian Tow Drivers
Civilian tow truck drivers may only tow if asked by a vehicle owner or Law Enforcement. They cannot act on their own.

Use of Lethal Force
Officers may only escalate to deadly force if a suspect poses a direct and immediate threat. Simply being at a crime scene is not justification. They must observe hostile actions like drawing a weapon, firing shots, or issuing threats.
De-escalation First
Officers should attempt verbal engagement or de-escalation unless doing so places themselves or others at immediate risk.
Policy Compliance
All Law Enforcement personnel in Perris and Los Angeles must follow the Mountain Interactive Law Enforcement Roleplay Policy Manual. Violations are considered corruption.
Identification
When engaging the public, officers must identify themselves by name and department.
Taser Use
A taser may only be deployed in combat if the suspect is facing away from the officer.
[5.2.2] SWAT Rules (LA / PERRIS)

Description
Jurisdiction Limits
Corrections cadets, officers, and the warden may only operate within the Penitentiary and the road leading to it. They must remain in that area unless actively chasing an escaped prisoner.
Releasing Prisoners
Prisoners may not be released unless at least two of the following approve it: the Mayor, the Chief, or the Warden.
Release Conditions
A prisoner must have a valid reason to be released. Corrections staff cannot release someone without cause.
[5.3] Governmental Rules β Mayor (LA)

Description
Role & Permissions
As Mayor, you represent the city. With staff approval, you may oversee illegal operations (observe only), but may not participate in criminal activity (e.g., growing drugs or crafting weapons).
Realistic Laws
You may not pass unrealistic laws. If staff deems a law unreasonable, they may order you to revoke it.
Permanent Laws
You may not override permanent laws already set by the system. These laws stay active when no custom laws are in effect.
Weapons
The Mayor may only carry a handgun for self-defense and may only use it when in danger. Illegal weapons are not permitted.
Equal Accountability
The Mayor is not above the law and can be ticketed or arrested like any other citizen.
Mayor Assassination
You may kill the Mayor if their approval rating drops below 30% and you have a valid RP reason.
[5.4.1] Governmental Rules β Emergency Services General Rules (LA)

No Private Hiring
Medics may not be hired by organizations or players for on-call service. You must remain a public, neutral role.
Firefighter Limits
Firefighters may not be privately hired to extinguish fires related to drug operations or other criminal setups.
No Weapons
Emergency Services may not carry weapons. If in danger, you must call Law Enforcementβyou are not allowed to fight.
Combat Restriction
You cannot heal players who are actively in combat. Wait until the fight is clearly over.
Scene Entry Timing
Do not enter active scenes for revival or healing until the RP situation is completely over. This includes raids, shootouts, or chases.
[5.5] Governmental Rules β Secret Service (LA)

Description
Role Limits
Secret Service agents do not have the same responsibilities or authority as police. You may not perform police duties (e.g., arrests, patrols).
Assignment
Your role is to protect the Mayor only. You may not offer protection services to others or leave the Mayor unattended.
Accountability
You are not above the law. Secret Service agents can be ticketed or arrested like any other player.
No Intra-Gov Conflict
You may not harm other government officials, including officers in the Police Department or Sheriff's Department.
[5.6] Governmental Rules β Security Guard (LA)
Rule
Description
Patrol Limits
You may only patrol inside public buildings (banks, gas stations, neighborhoods, etc.).
Business Patrols
You may patrol inside public businesses if given permission by both the Acting Head of Security and the business owner.
Jurisdiction
You do not share authority with law enforcement. You may act within your assigned zone, but cannot perform arrests or law enforcement tasks.
Civilian Assistance
You may protect and assist civilians within your zone, but must contact law enforcement for any investigations or criminal issues.
No Police Support
You may not assist in police chases or shootouts unless they occur inside your patrol area.
Equipment Use
You may only use your loadout for self-defense or to stop criminal activity inside your patrol zone.
Raid Situations
You may only help defend an area if you were already on-scene when the raid began. You may not join mid-raid.
