Incident Description*: During this altercation, the suspect which can be seen on the ledge of the parking garage has been on a massive shooting spree and evaded law-enforcement and is now threatening suicide. He had his hands up but due to he was armed and just murdered an officer he was at gun point by me and other responding officers. A perfect moment when the suspect was distracted and not near the edge I successfully deployed a taser which made him collapse away from the edge and back onto the parking garage top. The suspect was fully incapacitated and unable to resist, everyone on scene observed this. At this moment I moved in for an arrest before "lol746766" shot and killed an incapacitated suspect that is unable to harm anyone as he laid on the ground. Proof that "lol746766" shot and killed him can be see at the time stamp of 0.08 Seconds where the VHP officer shines their flashlight towards "lol746766" and you can see shell casings behind him as he moved forward towards me. Due to this incident occurring with an officer I request a person to review and give an opinion on their actions.
