Incident Description*: I was called by a FCPD unit while I was active as a VHP supervisor (Sergeant) in regards to a VBI investigating a subordinate VHP officer. Upon my arrival, I witnessed a VBI agent speaking to a VHP officer, of which I approached and asked what the situation was in relation to. The VBI Officer (geo54f) stated that the officer had illegally searched a driver on a traffic stop. When I gathered the facts from the officer, I noticed that he had reasonable suspicion but not probable cause, which constituted a frisk as per case law Terry v. Ohio.

Before I was able to conclude my investigation, the VBI agent stated that she was done with her investigation, and that she was going to leave. I was under the impression she was not familiar with Terry V. Ohio so I implored her to remain on the scene as to pass education to another person regardless of who it was.

I advised the VHP officer that I had been concluded with the departmental investigation (As requested by VBI), stating that the frisk was protected under Terry V. Ohio and that the officer was not in wrongdoing. I advised him as well that the VBI officer may pursue criminal charges if she so pleases, of which I asked if she wanted to file charges, Yes or no. She refused to answer stating "Get in your car, Sergeant." I told her I don't answer to her and she has no authority over me. She then handcuffed me, stating I was being placed under arrest for "Obstruction of a FEDERAL investigation." When I told her she was a state agent, she did not receive that well.

Shortly after, she was stopped by FCPD officers under the Interstate 105 bridge for a "Hit and Run". The agent then stated that they were "Obstructing her investigation" and placed a FCPD officer in handcuffs. Due to the blatant abuse of authority, a FCPD officer killed her in an attempt to prevent the arrests from following through.

She returned shortly after, and we were remaining on the site for a moderator to address the issue. Once she arrived, she attempted to kill the FCPD officer in retaliation for her death, blatantly breaking NLR, and committing RDM at the same time as shown in the clips. She then proceeded to commit further FRP by grabbing me from the top of a VHP patrol car while she was on the ground (I was near the back roof of the car, she was standing on the ground infront, reaching basically a whole car length of an SUV). She then proceeded to say "I'll go for him later" and transported me to central booking for an unknown charge that she refused to state to me.

*AFTER RELEASE OF ARREST*

Her charges reported were as follows:
VCL.197: Repeated Resisting Arrest (Non-Violent)

VCL.147: Obstruction of a Government Worker (She cleared herself from the investigation, turning it over to me before I could even start mine, and stayed on the scene voluntarily.)

Hello. I am the individual being reported, geo54f, and this is my side of the story.

After joining the VBI team and preparing for my shift as an investigator, a sheriff's deputy requested a VBI agent at a traffic stop near Florence Bank. I asked him to switch to car-to-car 1, where we discussed the request. I then proceeded to the location and began my investigation.

After taking statements from both parties, I concluded that the HP officer was in the wrong. Project Delta is advertised as a serious roleplaying game, and it provides commands like /me and /i to aid in roleplay. The HP officer conducted a full search on a civilian without probable cause, which is a violation. This was not a Terry frisk, but a full search.

A VHP supervisor arrived at the scene. I informed him of the situation, explaining that I would let him handle the matter since he was a supervisor. He asked me to remain on the scene, and I complied. He then began discussing Terry frisks, which I am familiar with. A Terry frisk allows an officer to perform a pat-down, not a full search. The supervisor stated, "This game doesn't have a pat-down system," to which I replied that one wasn't necessary because the game provides roleplaying commands. I even demonstrated how to perform a Terry frisk using the game's commands AkA roleplay emotes:

  • /me extends both her hands and proceeds to perform a terry frisk on the subject. She starts at the shoulders, working down each arm and making her way to the waistline area.

  • /me She feels around the waistline area for any concealed items or firearms.

  • /i Would Lucy (the officer performing a terry frisk) find anything in the subject's waistline?

This is just an example of how to roleplay a Terry frisk.

I warned the supervisor multiple times to stop interfering with my investigation, as I was needed on the scene. He also mentioned, "If he's wrong, then he's all yours and proceed with your stuff," but he continued to talk about Terry frisks. Because he failed to leave after I told him to, I cuffed him for obstructing and interfering with a federal investigation. VBI's main purpose is to investigate police officers who break the law. We function like an internal affairs, since departments in Project Delta are not whitelisted, and therefore, an official IA team doesn't exist within the HCSD and FCPD.

While transporting him, I followed all traffic laws, stopping at red lights and keeping the speed under 40. The FCPD officer pulled me over illegally. I believe he was upset that I was charging the VHP supervisor because he had previously approached me at the bank, asking what the supervisor was being charged with. I did not have to answer him, so I told him to move along. He then followed me to Florence Gas and pulled me over for an alleged hit-and-run. He had a disrespectful attitude and obstructed my investigation. Another FCPD officer threatened to tase me if I cuffed his partner, which is a direct threat to a federal agent.

I proceeded to charge that FCPD officer with obstruction and criminal threats. His partner then drew a gun and killed me.

I returned to the scene to continue my roleplay with the VHP supervisor, intending to report the FCPD officer later. The two officers I cuffed were running around, trying to get away. My intention was never to "revenge kill" the officer who previously killed me. However, his attempt to tase me and the fact that he pulled a gun on me led to me using deadly force. I then continued the roleplay, transporting the VHP supervisor to the county jail for booking and processing.

I ask whoever reviews this report to please review Clip 5, provided by the reporting party. As you can see, I was driving legally and did not hit anyone. The FCPD officer pulled me over without reason, which is an act of corruption and violates the rules if he does not have permission for that kind of roleplay. Therefore, the FCPD officer broke the RDM and corruption rules.
