From what I understand, the process to gain access to the illegal gun dealer is via a quest from a homeless npc. Does anyone here know where the homeless NPC is, or can at least give a hint?

Hell nah, SBI exists. Granted I'm looking for the gun dealer but I lowkey just want to do things myself.
