For Perris, you can simply change teams via the team changer. The only team you probably have access to is Riverside County Sheriff's Office (RCSO). It will be in the bottom left corner of your game.

For Project Delta, a bit trickier. You'll need to get 850 XP on the Citizen team before you can join LEO teams. Here are some guides to help you out.
