What does blacklisted mean and can I appeal it?

Hi, if you've been blacklisted from a department, you are allowed to appeal it if you wish. If you've gotten a blacklist message upon joining a game, it's probably related to the CRPC scandal which got resolved and the blacklist got lifted. You should be able to join it now, have a nice day!
