AMR Vehicle improvements

Add a cooler/fridge to AMR helicopter and ambulance. Cooler would keep blood bags fresh for up to 10Mins ( 10mins+3) meaning you could have blood bags for 13mins. Why? Because ambulance has no point currently, it's slower then the sprint car so no one uses it. This allows you to choose between speed or tools

    The ambulance will realistically have no actual use until people actually start to want to be transported.
