Incident Description:

I was sitting at a red light when I saw a handcuffed male running from a police officer. I heard shots and come over. I watched as the cop shot 8+ rounds into the male because he ran while handcuffed? A taser should have been used here or a baton or even OC spray. He could have asked for an addition unit for help too. Instead he murdered the person in handcuffs, didn't listen to direct orders, and continued to flee and start a chase.
