Purchasing vehicles (Los Angeles)

I have a bunch of money in my savings, more than enough to buy the car I want to get. However, it says I don't have enough. Is it because I don't have it as cash? How do I get the money as cash (the banks don't seem to have a way in, is there an ATM)?
