Incident Description*:

I was just driving around when he started following me. No roleplay was attempted from either side as I had talked to him in the messages app in-game out of roleplay/out of character. He followed me for around 2-3 minutes before the clip takes place, again no roleplay attempts. He just crashed into me and lit me up for no reason whatsoever as shown in the clip.
