You do not have to pay for that, RCSO, and civilian jobs are free in perris. And RPD is WL'ed meaning you can get it without paying just do the academy.

For the cars you get around 6 or 7 of them in the car spawner (NOT INSERT SPAWNER) And for LEO teams you get a lot more.

It is the same with LA but way more things and in LA you can easily get more advantages on the Premium members by cooking some blue rock!
