Perris, CA
For Perris, RCSO if I recall correctly is un-whitelisted, and you can join it freely.

RPD (Riverside Police Dept.), is whitelisted and you join it via the Discord within the MI Server (ref. the information channel and "Whitelisted Servers")

Los Angeles, CA

All LE within LA is whitelisted, you can be a LAPD volunteer after I think a hour of play-time, but otherwise you need to join the servers.

This is as far as I recall though, some portion of this may be wrong.

Subscription/Donation Packages

Certain packages allow you to bypass the training process(es) for specific departments (listed within their perks) for Perris/LA. If you buy one of these packages you would join the respective departmental Discord server, and then request whitelist.
