Give us an Incident Description: FBI unit committed hit and run and then recklessly drove by me on overpass running radar, When stopped he says he was chasing someone but doesnt have els… and then runs from me to SK. While detaining him the RPD unit cuffs me and refuses to uncuff because “hes FBI” as if that means hes allowed to do all that.
