Guys, I still don't know how to get a gas card to fill up the car at the gas station, Can you help me?

Ok, I understand.Okay, I get it, but I'm not some member of the Emergency services. I'm a civilian, so even if I get one it's not free, but paid. How can I get the gas card no matter it is paid or free
