What does it mean to "get whitelisted" instead of needing a donation rank to be on that team

In Los Angeles California, when I try to choose a job like LAPD or California Highway Patrol it says I have to be whitelisted, it doesn't say you need to donate or wait 3 hours or any of that. Do you have to apply in order to get in?
