Incident Description*:

So I put the suspect into the backseat beucause someone was shooting at us, and I took a few shots. I then went to take cover and when I looked around the suspects were dead but there was still shoting going on. I look around and See the suepct that is in CUFFS, glitched somehow and was shooting at my fellow officers. (Pause at 0:17) to see that he was indeed wearing cuffs.)
