Hello, you may follow the highway towards city, and exit from the exit ramp then turn left from the overpass to get to the city.

If you're spawning at the "Far Spawn" (smallest spawn), you may take a left from the spawn, then take a right, keep driving until you reach traffic lights, take a left from there you will see overpass.
