Staff Member Who Banned You (optional) N/A

What Happened? So I was trying to have a talk with a RCSO privately, but a another RCSO officer comes and interupts my talk with him, and tells me to not cuff anyone else. When i tell him to leave, he refuses to leave and says "I can get staff here", when there is clearly no reason to get staff, or maybe he just wants to keep bugging me. After the scene is C4, he keeps getting into my car, i warned him multiple times to leave my car, but he tells me to wait for staff. He could go somewhere else instead of bugging me and not letting me do my job.

Ban Reason (as shown in the ban message)
TA + FRP
Why Should You Be Unbanned?

He called a moderator for no reason, I cuffed him and uncuffed him soon after, so it is not tool abuse, tool abuse is when someone cuffs them and never uncuffs. Also, he was bugging me, interupting my private talk, and not letting my do my job. After the scene went C4 he kept getting in my car after tasing him out and multiple warnings. So i think he should be banned instead.
