As I was entering S&K and buying a gun from Someone's, this car drives up and holds the horn for like two minutes, and when I am about to leave he continues honking and rides my butt, so I get out of my car and ask him why he is honking, and he continues so I shoot him.

This is INTERACTION before killing. The entire incident is not RDM, and the user made a clip on Medal that is 4 seconds long that doesn't show the whole thing.
