This report is more comprehensive than my usual submissions, which I reserve for instances that necessitate such depth. The individual in question requires moderation due to his evident lack of respect for role-playing norms in general.

Incident Description*:

Earlier in the game, my colleagues and I conducted an investigation into the individual referenced in this report regarding a law enforcement officer homicide. We employed role-play strategies pertinent to our duties as police officers to effectively pursue and apprehend the suspect. This culminated in an arrest that occurred approximately two hours before the drafting of this report. Following the recent arrest, this individual has persistently targeted us whenever we are in public. It is perplexing how he acts with such disregard for the implications of his actions. I am increasingly frustrated by his ongoing lack of roleplay (RP) and his blatant instances of random deathmatching (RDM). Attached are three clips documenting this behavior, including one where the individual opens my vehicle door after soliciting our assistance. The individual in question is not only interrupting roleplay scenarios but is also willfully contravening the established guidelines set forth by Moutian Interactive. As law enforcement personnel, it is imperative that we adhere to the highest standards of roleplay based on new and previous rules. The situation is exacerbated when civilians engage in unprovoked hostility, compromising the integrity of our scenes and impeding our ability to fulfill our roles.

The situation becomes particularly egregious when the individual actively solicits attention from random folks, repeatedly exclaiming, "watch this" as they engage in actions that clearly constitute Random Deathmatch (RDM) and exhibit a lack of roleplay adherence. This behavior not only demonstrates a disregard for the established gameplay rules but also undermines the immersive experience for other players.

Rules Violated*:
  • RDM, FLRP

    • Killing Law Enforcement

      You may only kill Law Enforcement Officers if you have a valid RP reason and no other options.

      • The person in question had no reason to kill me or my partner while we were operating as LEOs

    • Tickets / Confiscation

      You may not attack officers for writing tickets, arresting you in the past, or seizing items.

      • The suspect has continued to attack us after arrest without an RP scenario.

        • Cop Baiting

          Provoking law enforcement to trigger a response.

          • He has persistently sought to provoke us in the lead-up to his radical engagements.

    • You may only attack Law Enforcement if they clearly escalate a situation (e.g., drawing weapons or giving arrest commands). Passing by due to NLR does not count as initiation.\

      • Opened my door and shot me while I was at a red light with no reason or statute to do so.

Evidence to Support your Claim*:
