Can K9's ingame be used to conduct open air sniffs around vehicles as they would irl?

Can drivers of vehicles be made to click yes to the k9 search feature when this is done and the only things viewable in rp be illicit substance? What I mean by this is if there are guns etc LEO cant use that information but if there is illicit substance then they can?

Not asking for the dev side I'm asking from a staff rule side if drivers refusing the search tool of the k9 for open air sniffs constitutes frp
