Custom Vehicle Spawn with Platinum

If I were to purchase a vehicle that's already on the MI market, will I be able to spawn it in with just having a Platinum membership? Some of the cars have seemingly no Titanium requirement to purchase and spawn. Will I be able to in both Perris and LA?
