Why should you be unbanned?: In the clip provided by the complainant, I had just got done clearing a house after two officers were shot. Upon coming outside I observed the complainant try to steal a Riverside Police Department vehicle, upon seeing this I fired a shot at the individual. He ran away from the car and as I began to call, it in he went towards my car which I had forgotten to lock, and was out of range to do so. I fired a single shot as he tried to get in which regrettably hit him in the head killing him instantly. I was too far away to use a taser or any other less than lethal options. I feel as though the ban reason being "RDM" is a bit untrue as he was clearly trying to steal law enforcement vehicles, which contain weapons. Below is the clip provided by the complainant which I feel I have accurately described. Thank you for your time.

Reason: The only window that you had to fire a shot at him was at the beginning. That would've been fine. But, you shot him while he was just standing next to a car, and while yes he was probably going to do steal it, at the time you shot him, he wasn't actively doing anything.
