Give us an Incident Description: At a traffic stop, these two RSCO officers harrased a civilian and the harrased civilan shot with reasonable cause. Later after healing someone at the same traffic stop, they come back after dying.

What rules / offences did the player break: VTOS and possible alt for UltimateProInBed and NLR for both of the users.
