Add a Gang Diplomacy Channel

I believe that it would be wise to include a Gang Diplomacy channel so the community, staff, and members of organizations can be able to know if gangs are at war, allied, or starting beef with eachother. This would really help our current situation where gang members are being banned for "RDM" during a gang war. It would also be able to help other gangs know if certain organizations are at war, or if they are allied, etcetera.
