You can use the PA system on the 2022 Explorer W/ALPR on the LAPD team. There should be a little GUI that pops up when you enter the driver seat, and on the GUI there should be a little button that says "radio" and you would have to hold it in order to use the PA. (make sure your ROBLOX VC is on as well)
