Give us an Incident Description:
He was on a traffic stop when I drove by and had the suspect get out of the vehicle. The suspect got out of the vehicle and did NOT pull any weapons. Captain decided he wanted to just murder the guy so he pulled out a weapon and shot the guy with no further reasoning
