Servers may be created for a veriety of purposes or functions for either special events such as whitelisted department trainnigs for LAFD, LAPD, LASD & RPD.

Servers created for a sole purpose of just whitelisted would not serve as a reasonable functional means or claus for such there being in my opinion.
