Reason: From what can be seen in the clip, you were responding to a shooting incident. Looking at the kill logs, it appears the person you're reporting was the suspect in the shooting that you were arriving on scene of. Therefore, he was actively in roleplay and upon your arrival you entered that roleplay and became an acceptable target as he would be likely to shoot additional officers to avoid capture.
