If I’m not mistaken the bodycam in Perris is automatically on meaning they can view you at any time.

When you spawn on a LEO team there’s a guy wearing a black jacket, white shirt, and jeans. You go to click him and when you see the bodycam logo it should be on. Be aware it will turn off when you change gear, at least on CHP I’ve seen it happen where the logo disappears. I might be wrong on this stuff but that would make the most sense for how it works in my opinion.
