Added panic marker for Dispatcher

🐞 Bug Fixes:
Fixed “This callsign is already in use” being sent to the player who has the callsign.
Fixed being able to send money with decimals in the phone
Fixed clickdetectors still showing when you were cuffed or ziptied sometimes
Fixed clickdetectors sometimes not returning when you died whilst cuffed or ziptied
