Give us an Incident Description: Shot by officers after opening fire at them initially. He was killed (incapacitated in game mechanics), once secured - he was placed in handcuffs and rendered medical aid. Once he got treated (conscious - in game mechanics), he pulled out a rifle and began shooting again.
