I am very sure it’s him, not for the guy who was shooting at me, but for the guy who arrested me. (added the photo of his user)

If you are reporting someone for “Arresting for no reason and violating my rights + using a wrong rank to use as an excuse” you have to take it to the department’s supervisor.
