Give us an Incident Description: Ok so me and my friend were chasing a person that stole a CHP insert, when we catch him and cuffed him it all seemed good and safe. Next thing I see the guy that was cuffed shooting my friend while cuffed in the back seat of the car and began firing and killed my friend, he then leaves the game.

What rules / offences did the player break: NITRP, FRP, LTAA.

How long do you think the player be punished for: Perma banned.
