Give us an Incident Description: I was doing a radar and I saw a BOLO of a car that matches this description. I attempt to pull them over but they speed away and initiate a felony pursuit during peacetime. I attempted to call !help multiple times during this but nobody responded.

What rules / offences did the player break: V-PT, FRP (Opening my doors while cuffed)
