Give us an Incident Description: I was walking down the road while playing music on my boombox. He randomly drove infront of me, cuffed me, and arrested me. He instisted that I was fleeing the police after a car chase but I was never even in a car chase.

What rules / offences did the player break: Random arrest for no reason and abusing his police power
