8 hours ago8 hr It is because you do not gain XP by doing nothing. Involve yourself in some sort of actions, patrol. Make sure you are inside of your agency's jurisdiction.
8 hours ago8 hr No, I've experienced this glitch too. I was grinding target or 3 hours. I only got promoted when i got 50 xp every 20 minutes or so.
