React Studios/MI has moderation rules, but in reality, it’s kind of a free for all... I could show the same clip to five moderators and probably get five completely different answers. Does anyone else feel like moderation is basically a guessing game sometimes?

It does depend on the moderator. But they may have different investigative techniques or an different approach to situations. But the procedures they follow is mostly the same.
