Give us an Incident Description: While patrolling as an LAPD free unit, I arrested this suspect. He beat a police officer to death during peacetime. He was cuffed and secured in the backseat. While cuffed he drew a gun and killing multiple officers in the sally port.
What rules / offences did the player break: FRP

How long do you think the player should be punished for: This user abused voice chat using obscenities that broke MI and ro tos. User repeatedly broke server rules in aggravated manners unfortunately this is all the video I could get. Due to the aggravated nature of these offenses I believe the punishment should be strong.
