so I was wondering if I can use r6 Emotes in game because the button for emotes does not work.

No emotes work in Project Ventura.
Yes, you will need the Middle Class Citizen unlocked to join LEO teams after the wipe, but if I am not mistaken - there's gonna be an additional step before that, to ensure that you are fit for duty. I'm sure it will be announced later on by Corporate/Developers.
