I've recently realized, 9/10 when people buy & rent homes, they use it specifically for housing criminal activities, like chems and whatnot.

The HOAE would act not only as a regulatory body for all home owners, but also as a neighbourhood watch program, aimed at preventing crime in a very unseen area, home.

HAPD/T would do similar activities to HOAE, but they would be more focused on enforcing & cracking down on illicit trade in homes.

Yea dumb idea, but lemme know.

I don't see how this would work out legally, but if you wish to make an suggestion, use the proper channels as this won't be seen (at least not as much).
