Jail system

I think the current jail system is broken,

I understand the point, but in most servers, there's legitimately NO WAY to book a person. HCSO is too lazy to go into the jail and is rare for them even to be down there, I don't think waiting 30 minutes for an HCSO is fun for the officer, nor the arrested...

The last servers I've been in, there's always an SD available down there or willing to take the case. I guess don't be in 12 player servers then brochacho.
