7. Detailed Description of Events:

I initiated a lawful arrest on a civilian for Failure to Comply after they ignored multiple lawful commands to remain inside their vehicle.

After the arrest, the civilian disputed the situation and requested oversight. The individual reviewing the case told me to cite the civilian instead of proceeding with an arrest. I complied and followed the civilian outside to obtain their identification for the citation.

The civilian refused to provide ID and began walking away. The reviewing agent then stated, “Go run, civ, go run.”

At that point, I attempted to make a lawful arrest for Failure to Comply and Obstruction under my authority as an officer. However, instead of allowing the situation to proceed through proper RP channels, the reviewing agent cuffed me — an on-duty officer — without justification or RP reason.

This action was unprofessional and a misuse of authority. It obstructed a lawful arrest and demonstrated favoritism toward the civilian, violating policy on corruption and policy compliance for government employees.
