Location of incident: Perris, California

Detailed description of events: I drive up to the sheriff's cruiser, attempting to steal it, but I fail in the process, so I go back to my vehicle and attempt to drive away. And then I'm shot unlawfully.

I don't believe the shooting was needed, as I failed in stealing the cruiser and attempted to escape the situation. I was unarmed, and the officer didn't consider any less-than-lethal options. No de-escalation was attempted.
