Location of incident: Perris, California,

Detailed description of events: Relaxing in the parking lot in front of Strikepoint. The repeated offender notices me and runs towards me. Handcuffed me for no reason again. He asks if I'm armed, as he got a "call." No shootouts had happened previously to this event. He draws his weapon and points it at me. He says, "5000 and i wills top" , essentially blackmailing me for the reward of not being harassed by him. Then I'm shot once again"

Extra note: This player has already broken the rules against me. (In my previous forum, including RDM, AoT, Escalation, etc.) And while I was looking for the date in kill logs, I noticed large amounts of kills committed against civilians in short spans of time.
