I'm ASAC on SBI and I have access to a Undercover GTR under the section Dev cars, am I allowed to use it or is it a bug/glitch

Most likely this is a mistake. But for now just use it until your told not too. It doesn't mean you can't really use it. It's just a car labeled devs.
