Why are they so garbage all the time the only people i have ever seen starting drama or abusing has been either in rcso or chp which has been over 10 times at this point.

No one will handle them anymore, Perris was discontinued.

I just cant believe how they acted like they weren't afraid of moderation at all after they spent actual money on the game.

Everyone in Perris is too lazy to report them, even though the process takes like 5 minutes and if much more of the community reported more of the rule breakers would be banned. But the problem is a lot of Perris players aren't even in the Discord, so they don't know they can report. That's why no one ever understands what reporting on forums is when you bring it up in-game.

Just play ventura honestly

Perris isn't a bad game, neither is ventura, but its just that no one in perris cares enough to report, but that could easily be fixed. A roleplay could go on in Perris as it does in Ventura. In both games, I believe cops abuse their power and status too much and are corrupt either way, as they are blinded by the xp grind.

Perris and Ventura are plagued by basically just about anyone being able to join a leo team with no training at all or even discord.

Make a player report instead!
